  • Michael Agnew

    Mike Agnew brings a wealth of experience in finance and executive leadership to the Tharros Board of Directors. His distinguished career spans over three decades, with key leadership roles in prominent organizations. He served as a Theology Teacher at Monsignor Bonner & Archbishop Prendergast Catholic High School in Upper Darby, Pennsylvania in 2019-2021. Prior to this, he retired as Vice President Finance & Controller for North America at Siemens Healthineers, where he served from June 2013 to October 2019, overseeing significant financial operations in Malvern, PA.

    Earlier in his career, Mike held the position of VP Finance & Accounting Shared Services at Draeger Medical Systems Inc. from March 2006 to June 2013, managing finance operations in Telford, PA. From 1999 to 2006, he served as Vice President & CFO at Rhein Chemie in Trenton, NJ, where he demonstrated exceptional financial stewardship.

    Mike is an alumnus of Drexel University's LeBow College of Business, further solidifying his expertise in finance and leadership. His extensive background in financial management and strategic decision-making positions him as a valuable asset to the Tharros Board of Directors.

  • John Urbanski

    John Urbanski is a retired community leader and former East Coast partner in the Community Service Institute LLC (CSi). With decades of experience in coalition building and community development, John continues to support individuals and organizations in the Rehoboth, Delaware area by helping them address challenges with a proactive, purpose-driven approach.

    He served as President & CEO of United Way of Hancock County from 2013 to 2019, where he led a major shift from traditional program funding to initiative-based investment, guided by the Collective Impact model. His work included collaboration with the Collective Impact Forum and the Annie E. Casey Foundation.

    Previously, John directed the Hancock County Agency on Aging and co-founded the Hancock County Dementia Coalition. He also served on Findlay City Council, including a term as council president, championing public-private partnerships. His entrepreneurial spirit was evident in his 28-year leadership of the Rocking U Restaurant and Urbanski Catering.

    Now living in Lewes, he serves as Secretary/Treasurer of the Tharros Village board, and is active with St. Jude the Apostle Catholic Church and the Rehoboth Main Street Economic Vitality Committee. John and his wife, Jackie, have three married children and six grandchildren who keep life joyful and busy.

  • William Chasanov

    William M. Chasanov II, DO, MBA, FACP, Senior Vice President, Chief Health System Design Officer at Beebe Healthcare. A native of Milford, Delaware, Dr. Chasanov received his medical degree at the Philadelphia College of Osteopathic Medicine and Master of Business Administration from the University of Delaware.

    Dr. Chasanov is board-certified, in Infectious Disease and Internal Medicine, and is a Fellow in the American College of Physicians. Dr. Chasanov is active on many professional committees including a board member for the Medical Society of Delaware; Chairman for Beebe Medical Group; board member for the Delaware Community Foundation; member of the State of Delaware Drug Overdose and Fatality Committee, among others. At Beebe, Dr. Chasanov leads and serves on numerous committees, teams, and planning groups.

    A large part of Dr. Chasanov’s focus is improving the health of the Sussex County community with a focus on improving social drivers of health.

    Bernice Mitchell Edwards

    Bernice Mitchell Edwards brings over 35 years of experience in nonprofit leadership and social service to the Tharros Village board. Her career with First State Community Action Agency began in 1978, following her involvement as a Head Start parent. She has since held multiple leadership roles within the agency, including Neighborhood Youth Supervisor, Housing Counselor, and Community Development Director. She now serves as Executive Director, overseeing more than 20 anti-poverty programs with an annual budget of nearly $10 million and a staff of 125.

    Her work is guided by First State’s mission to eliminate poverty and lessen its effects on low-income individuals. Bernice is deeply committed to equity and community empowerment throughout Sussex County and beyond.

    She serves on numerous community boards and coalitions, including the Delaware Human and Civil Rights Commission, Governor’s Adult Correction Healthcare Review Committee, Sussex County Health Care Coalition, and the Sussex County Alumnae Chapter of Delta Sigma Theta Sorority, Inc.

    Bernice holds degrees in Human Services and Behavioral Science, and a certificate in community development. She is the proud mother of two, grandmother of five, and great-grandmother of five.

    Frank J. Arena

    Frank J. Arena brings to Tharros Village a distinguished track record of executive leadership and governance, honed over decades in the healthcare and pharmaceutical sectors. With an impressive foundation in both scientific study and public administration, Frank has shaped a career defined by visionary leadership and deep operational expertise. Throughout his professional journey, he has demonstrated a talent for building strong teams, guiding organizations through strategic transformation, and cultivating cultures of trust and excellence. His approach balances analytical rigor with empathetic leadership, always aiming to uplift those around him and deliver lasting value to the communities he serves.

    As Director of Governance, Frank leverages strategic insight, operational excellence, and a strong commitment to organizational integrity. He earned a BS in Biology, cum laude, from Fairfield University, and a Masters in Public Administration from New York University. Frank has held key roles such as SVP & GM at Amplity Health and Vice President of Sales & Sales Operations at Novartis Pharmaceuticals. As Vice President of Sales Operations, Frank was accountable for supporting a US sales team of 6,500, overseeing sales operations, analytics, technology, and training. He managed expansions, reorganizations, and redeployments, and led initiatives to improve sales force effectiveness, targeting, alignment, and incentive compensation. Before that, he was Vice President of Sales, responsible for scaling a team of over 500, launching three brands in two therapeutic areas. He was selected as one of six General Managers when Novartis was founded. Prior to Novartis, Frank held various roles at Ciba Pharmaceuticals, including sales representative, District Sales Manager, Product Director, Regional Sales Director, and Executive Director of Specialty Sales.

    His leadership of large teams, management of complex initiatives, and experience guiding organizational growth across multiple positions make him well-qualified to oversee the governance and stewardship of Tharros Village. Frank’s approach is rooted in accountability and collaboration, with a focus on transparency, ethical decision-making, and sustainable growth for the community. Since 2010, he has been with Amplity and its predecessor, PDI, serving as SVP and General Manager. He co-led Amplity’s Client Engagement Practice, managed strategic accounts, and was consistently the top generator of revenue year over year.

    Frank retired in October 2024 to prioritize family and personal interests.
